plugin-base: apply pre-probing filtering
Before any real probing is launched in the port, the plugin will check whether
it can skip the request based on the following filters:
- Subsystems
- Drivers
- udev-reported Vendor ID
- udev-reported Product ID
- udev-reported Tags
