core: replace 'whitelist' with 'allowlist' and 'blacklist' with 'blocklist'
We keep the 'WHITELIST-ONLY' filter type name still as an option in
--filter-policy=[POLICY], but deprecated and with the better
'ALLOWLIST-ONLY' replacement suggested from now on.
